The area bounded by Spring Valley Road, Coit Road, LBJ and Central Expressway in North Dallas is overspread with apartment complexes that house a population of over 2,000 elementary students with unknowns numbers of siblings, in which over 90% qualify for free and reduced lunches, & speak 62 languages. This region of the working poor has for years suffered from urban problems, among them violence, drugs, youth gangs and crime-related deaths of children and youth.
